USE OF THE NAME OF DBM-PS, PS-PHILGEPS AND ITS OFFICERS TO ILLEGALLY SOLICIT MONEY FROM BIDDERS
This is to warn the public of the recently reported incidents of use of the name of the Department of Budget and Management – Procurement Service (“DBM-PS”), Philippine Government Electronic Procurement Service (“PS-PhilGEPS”) and its officers by spurious persons and entities to illegally solicit money from various bidders.
Based on reports being received by DBM-PS and PS-PhilGEPS, various persons and agencies have misrepresented themselves as intermediaries and/or representatives of DBM-PS officials and personnel to solicit money from bidders. These unscrupulous persons claim that the money would be donated to a charitable foundation named Guiuan Development Foundation, Inc. (“GDFI”), a legitimate foundation in the Visayan region. GDFI, however, has informed DBM-PS that it is not related to the said individuals, and that the said foundation has instituted an investigation on the matter.
Please be informed that DBM-PS, in abiding by the principles of transparency and honesty in preserving the integrity of Philippine government procurement projects and requiring the highest form of ethics and decency in the performance of tasks by its officers and staff, denies involvement or participation in these illegal, deceitful, and fraudulent machinations. DBM-PS is taking the appropriate legal action and measures to prevent and put an end to these schemes, which may be punishable under the Revised Penal Code, Cybercrime Prevention Act, and/or other relevant laws.
Please be informed that DBM-PS is not connected with any of these entities and has not authorized any person or entity to solicit money, for whatsoever purpose. Should you receive any similar communication or solicitation, for any purpose or activity, or if any DBM-PS official or personnel attempts to solicit money or anything of value please do not hesitate to report this to DBM-PS by sending an electronic mail to the DBM-PS Legal Division at email@example.com.
