
The Procurement Service - Department of Budget and Management (PS-DBM) has cancelled the Philippine Government Electronic Procurement System (PhilGEPS) membership of the nine (9) companies associated with Ms. Sarah Discaya effective immediately, following the revocation of their Philippine Contractors Accreditation Board (PCAB) license.
Pursuant to the implementing Rules and Regulations of Republic Act No. 12009, otherwise known as the New Government Procurement Act (NGPA), the PCAB license is among the eligibility documents required for contractors to obtain PhilGEPS Platinum Certificate or Platinum Membership—failure to maintain a valid and updated version of which results in inability to participate in government procurement projects.
Per Resolution 075 issued by PCAB on September 1, 2025, the nine (9) companies that had bid for various flood-control projects of the government were in violation of licensing requirements and procurement laws due to evident presence of collusion.
The nine companies are as follows:
• St. Gerrard Construction Gen. Contractor & Dev’t Corporation
• Alpha & Omega Gen. Contractor & Dev’t Corporation
• St. Timothy Construction Corporation • Amethyst Horizon Builders And Gen. Contractor & Dev’t Corp.
• St. Matthew General Contractor & Development Corporation
• Great Pacific Builders And General Contractor, Inc.
• YPR General Contractor And Construction Supply, Inc.
• Waymaker OPC
• Elite General Contractor And Development Corp.
Discaya, who testified under oath at the Senate Blue Ribbon Committee hearing on September 1, is among the personalities involved in the on-going legislative probes into anomalous flood-control projects, having participated in multiple bidding opportunities that inevitably influenced the outcome of public bidding.
Upon revocation of the PCAB license, the PS-DBM, through its PhilGEPS Office, notified the companies of the cancellation of their Platinum Membership.
Amid the investigation, PS-DBM remains steadfast in upholding the principles of transparency and fairness to ensure that public interest and industry integrity are at the core of searching for the truth.| September 4, 2025
