
Sustaining its momentum in rolling out the Virtual Store (VS) across its regional depot offices nationwide, the Procurement Service – Department of Budget and Management (PS-DBM), led by its Regional Operations Office (ROO), successfully deployed the VS in PS-DBM Butuan on August 29, 2025—heralding a pivotal movement towards strengthening the agency’s technological capabilities for digital transformation.
A series of activities facilitated by focal persons from the PS-DBM Main Office were held to ensure a seamless shift from traditional procurement to using the VS, an online procurement platform where procuring entities can search, view, and select their desired common-use supplies and equipment (CSE).
To eliminate any ambiguity and guarantee the readiness of PS-DBM Butuan ahead of the launching, the activities conducted included physical inventory of CSE stocks, re-orientation session on best practices in warehouse management, thorough reconciliation of inventory and agency balances, training on accounting processes, and a refresher course on other internal system processes.
Together with the ROO were divisions from other PS-DBM Offices including the Information Technology Services Division, Accounting Division, and Warehousing and Delivery Division.
The completion of VS deployment in PS-DBM Butuan contributes significantly in enforcing the critical role of regional depot offices as liaison between the agency and its network of client-agencies nationwide. Further, this is especially important in supporting the implementation of the New Government Procurement Act (NGPA)—mandating the whole of government, including Local Government Units, to procure CSE only from PS-DBM through its Philippine Government Electronic Procurement System (PhilGEPS).
Before Butuan, the VS has already gone live in PS-DBM Baguio and Cagayan de Oro..
