With the transitory period for the full implementation of the New Government Procurement Act (NGPA) now in place, the Procurement Service – Department of Budget and Management (PS-DBM) participated in the NGPA Caravan spearheaded by the Government Procurement Policy Board (GPPB) in August and September 2025 at the Palacio Del Gobernador Convention Center in Intramuros, Manila.

Organized in clustered sessions nationwide by the GPPB-Technical Support Office (GPPB-TSO), the training brought together Bids and Awards Committee (BAC) members, BAC Secretariat members, and Technical Working Groups (TWGs) of government instrumentalities from various government agencies, including PS-DBM, to enhance their knowledge and skills in the new procurement law and its Implementing Rules and Regulations (IRR)—equipping them with readiness to implement key reforms in public procurement.

The training, held on August 26-28 and on September 2-4, 2025, featured comprehensive lectures on the key provisions of the NGPA and its IRR; procurement by electronic means; strategic procurement planning; modes of public procurement; procurement forms and Philippine Bidding Documents; and contract implementation and sanction mechanism. The lectures were backed by pre- and post-tests, synthesis, and an open forum to evaluate the attendees’ level of understanding of the topics and eliminate ambiguities.

Together with participants from PS-DBM were representatives of DBM, Department of Interior and Local Government (DILG), Department of Environment and Natural Resources (DENR), Commission on Higher Education (CHED), Department of Health (DOH), Department of Information and Communications Technology (DICT), and Office of the Deputy Executive Secretary for General Administration (ODESGA).

PS-DBM, through capacity-building engagements such as this, is in constant pursuit of further professionalization of its workforce to effectively carry out the provisions under the new procurement law, ultimately geared towards a more efficient, transparent, and accountable procurement system. | September 15, 2025/LR
