Forging ahead with digitalizing the procurement of common use supplies and equipment (CSE) through the modernized Philippine Government Electronic Procurement System (PhilGEPS), the Procurement Service–Department of Budget and Management (PS-DBM), through its Regional Operations Office (ROO), successfully activated the Virtual Store (VS) in October 2025 at the PS-DBM Regional Depot Pampanga.
Together with ROO were the PhilGEPS, Operations, and Administrative and Finance offices that spearheaded the activities for VS implementation. These included physical counting of inventory of stocks, ICT preparation and system configuration, orientation on warehouse management, reconciliation of balances and review of related financial reports, and walkthrough of the platform.
A courtesy call and meeting with DBM Region III Director Rosalie Abesamis also took place to discuss issues and concerns, as well as the anticipated impact of the use of VS among client-agencies in Central Luzon.
A feature of the modernized PhilGEPS, the VS is a web-based facility for online procurement of CSE—from product selection and ordering to payment and pick-up or delivery. On VS, the readily available items are offered at standardized prices, promoting transparent and cost-efficient government procurement.
“Medyo naninibago kami pero… parang online shopping lang [ang VS]. Kaya sa tingin ko po, makakabuti siya sa mabilis na transaction,” said a supply officer from Malapit East Elementary School-Nueva Ecija, having successfully purchased CSE items from the VS upon its activation in the regional depot office.
The VS rollout in the regions commenced when it went live in Baguio last May, followed by its activation in Cagayan de Oro and in Butuan both in August. Since its full implementation in 2021, the VS has been instrumental in advancing digital transformation in public procurement by simplifying and optimizing processes. The rollout is expected to be completed among other depot offices in 2026.
