In support of the Department of Agriculture–Philippine Carabao Center’s (DA-PCC) manifestation of commitment to utilizing digital procurement tools, the Procurement Service–Department of Budget and Management (PS-DBM) conducted an in-house training session with DA-PCC on the features of the modernized Philippine Government Electronic Procurement System (PhilGEPS) in October 2025 at the agency’s National Headquarters and Gene Pool, Science City of Muñoz, Nueva Ecija.

Participated by members of DA-PCC's Bids and Awards Committee (BAC), BAC Secretariat, Technical Working Group, and other procurement and property representatives, the training provided extensive information on the mandate of PS-DBM, procurement of common-use supplies and equipment (CSE) through the eMarketplace and the Virtual Store, and the submission of the Annual Procurement Plan-CSE—all of which were discussed in the context of the expanded role of PhilGEPS under the New Government Procurement Act (NGPA).

Also tackled were salient features of the new procurement law, with focus on the principles of transparency, efficiency, and accountability. A comprehensive discussion on modernized PhilGEPS and its modules, including the use of eBidding Facility, also formed part of the lecture—all of which were aided with live demonstrations and walkthroughs.

 

In a letter signed by Executive Director Dr. Liza G. Battad, DA-PCC’s request for training was aimed at equipping their personnel with the necessary knowledge and skills to “further enhance the integrity of [DA-PCC’s] procurement process.”

Present as resource speakers were representatives from PS-DBM’s Marketing and Sales Division, Legal Office, and PhilGEPS Office.

As the government transitions to the full implementation of the NGPA, PS-DBM backs requests for capacity-building opportunities such as this to boost the utilization of the modernized PhilGEPS in bettering the country’s procurement system and the government’s overall public service delivery.
