This is how the Land Transportation Office (LTO) deems the relevance of motor vehicle (MV) units it purchased from the eMarketplace of the Procurement Service—Department of Budget and Management (PS-DBM).
“Ang mga sasakyang ito ay hindi lamang mga kagamitan para sa operasyon, kundi simbolo ng ating layunin na mapanatili ang kaligtasan at katahimikan ng bawat Pilipino,” said LTO Assistant Secretary (Asec.) Markus V. Lacanilao during the ceremonial turnover held on November 6, 2025 at the LTO Office in Quezon City.
This followed the first batch of electric MVs turned over to LTO last July 2025 for improved mobility of its workforce. This time, the newly delivered 11 units of multi-purpose vehicles (MPVs) will serve as patrol vehicles, forming part of their re-fleeting program aimed at strengthening the enforcement of traffic laws and road safety, among others.
The MPVs, valued at ₱13,466,544.29 in total, generated more ₱300,000 in savings when the same units are compared to the market price.
PS-DBM Deputy Executive Director (DED) for Operations, Logistics, and Supply Chain Group Philip Josef T. Vera Cruz, in his remarks, stressed the importance of eMarketplace in reducing the procurement timeline of motor vehicles delivery—noting that LTO received the vehicles within nine days from when the order was placed on October 27.
“I-compare po natin iyan sa mga usual procurement activities before, usually nagla-last iyan ng mga four to five months depende sa agency at sa availability ng vehicles,” said DED Vera Cruz, adding that the LTO has consistently been a valuable partner of PS-DBM for its continued use of the eMarketplace.
In his acceptance message, Asec. Lacanilao attested to the efficiency of the platform, enabling LTO to further its commitment to maintaining peace and order in the community. “Ipinapangako po namin na gagamitin ito [patrol vehicles] nang buong ingat, katapatan, at dedikasyon sa pagtupad ng aming tungkulin bilang mga tagapangalaga ng batas at tagapaglingkod bayan,” he said.
A meeting to explore potential collaborations took place after the ceremonial turnover, among representatives of PS-DBM, LTO, and Department of Transportation, as represented by Asec. for Road Transport and Non-Infrastructure Dioscoro T. Reyes.
LTO Executive Director Atty. Greg G. Pua, Jr., with other officials from LTO, Law Enforcement Service Director Francis Ray A. Almora; Field Enforcement Division OIC Joel V. Ybanez; Enforcement Regulation Section Chief Jeany Ann D. Torres; Administrative Division Chief Louella V. Mutia; Property Section Chief Nivette Amber M. Pastorite, also graced the event. DED Vera Cruz, meanwhile, was with Operations Office Director Samantha Grace E. Moscoso; Marketing and Sales Division (MSD) Chief Omar O. Bernal; and MSD Sales Team representative Rojim RJ Espere.
Apart from motor vehicles, airline tickets are now available on the eMarketplace—with “add to cart” feature that allows procuring entities to easily view, select, and compare items for purchase.
