
Bolstering the agency’s thrust toward digital transformation in public procurement, the Procurement Service–Department of Budget and Management (PS-DBM) officially launched Google software and licenses in the eMarketplace at a kick-off event held on March 10, 2026, at the Novotel Manila, Quezon City.
In partnership with Google Cloud Philippines, fulfilled by Maroon Studios, the event served as a platform to formally introduce Google products and solutions as common-use supplies and equipment (CSE) in the eMarketplace—the government’s official e-commerce platform for the procurement of CSE.
In her message, PS-DBM Executive Director (ED) Genmaries “Gen” Entredicho-Caong underscored the significance of this collaboration in shaping a more transparent and data-driven procurement environment while advancing the New Government Procurement Act’s (NGPA) ‘value for money’ principle.

“Through this partnership, PS-DBM promotes cost-effective digital solutions for agencies…since it streamlines procurement of CSEs such as the software and licenses, provides audit trails, and fosters greater competition, which leads to considerable savings for agencies,” ED Gen stated.
Google Cloud Philippines leaders Jennifer Ligones and Bobby Khan, together with Maroon Studios Chief Executive Officer (CEO) James Tristan Mendoza, emphasized the importance of this innovative movement as a pivotal step toward a transformative public procurement and efficient delivery of public service, fueled by the adoption of modern digital tools. “We're coming into a very, very new era where technology can do great things for citizens, employees, and your stakeholders...whatever your agency's mandate is, [Google] can help you,” said Khan, Public Sector Lead of Google Cloud Philippines.

Supporting this initiative to advance information and communications technology, DBM Undersecretary Maria Francesca Del Rosario and the Department of Information and Communications Technology (DICT) Undersecretary Heherson Asiddao underscored the importance of the integration of Google software and licenses in the eMarketplace.
“I really want to challenge all procurement officers here to pivot now to the eMarketplace…because we are leveraging bulk procurement, meaning we get the best amount or cost for the government...it’s the cheapest possible cost that we can get [compared to the market price],” said DBM Usec. Del Rosario, calling on procurement officers from various agencies to utilize the eMarketplace.


Sharing their experience in using the eMarketplace, Department of Social Welfare and Development (DSWD) Assistant Secretary Johannes Paulus Acuña attested to the online platform’s impact in empowering their agency’s digital transformation strategy. Quezon City Government Information Technology Development Department OIC Mary Ann Cruz also elaborated on how Google Cloud has accelerated eGovernance and digital transformation, enhancing accountability, transparency, responsiveness, and information accessibility and availability, among others, in the city’s public service delivery.
Concluding the opening program, ED Gen joined Usec. Del Rosario, Usec. Asiddao, Khan, Mendoza, and Ligones in activating the “launch meter,” symbolizing their shared commitment to leveraging technology to elevate public service delivery and signaling the official launch of Google software and licenses in the eMarketplace.
“I commit to strengthening the PS-DBM eMarketplace to ensure faster and more transparent procurement for government agencies,” ED Gen stated.

The event also provided the onsite participants from various government agencies, local government units (LGUs), and State Universities and Colleges (SUCs) with an overview of the order process through the eMarketplace, presented by PS-DBM Operations Office Director Samantha Grace Moscoso. Also part of the activity was a comprehensive discussion on the different Google Cloud products, such as Google Workspace, Google for Education and Chrome, Google Cloud and Gemini Enterprise, and Google Security Operations.
It was in 2019 when software and licenses were first included in the roster of CSE in the PS-DBM product catalogue, through the Government Procurement Policy Board (GPPB) Resolution No. 11-2019, which at that time could only be procured through manual processing. In December 2025, it was onboarded in the eMarketplace, pioneered by Google, aligning with the provisions of the NGPA to strengthen the digitalization of public procurement through the modernized Philippine Government Electronic Procurement System (PhilGEPS).
