Pursuant to the GPPB Resolution No. 10-2025 “Approving the Updated Guidelines for the Implementation of the Philippine Government Electronic Procurement System Electronic Marketplace,” the eMarketplace is a platform of the modernized PhilGEPS which enables client–agencies to search, compare, select, and purchase their common-use supplies and equipment (CSE), sourced only from legally, technically, and financially capable suppliers.
In submitting the Annual Procurement Plan-Common-Use Supplies and Equipment (APP-CSE), the Procuring Entities (PEs) must specify Negotiated Procurement–Agency to Agency for the procurement of CSE through the eMarketplace, in accordance with Section 35(e) of the Republic Act No. 12009, or the New Government Procurement Act (NGPA).
The eMarketplace currently offers software and licenses (S&Ls), motor vehicles, and airline tickets–with more CSEs to be included soon, such as cloud computing services, laptops, desktops, and other ICT items, among others.
