Upon the invitation of the Philippine Association of General Services Officers (PAGSO) Inc.—a professional organization composed of general service officers and administrative officials from national government agencies and local government units (LGUs)—the Procurement Service-Department of Budget and Management (PS-DBM) conducted a training on the use of the modernized Philippine Government Electronic Procurement System (PhilGEPS) to 800 participants at the 18th PAGSO National Convention on April 17, 2026, at the Legazpi City Convention Center, Legazpi City, Albay.

PS-DBM Executive Director (ED) Genmaries Entredicho-Caong outlined the key features of the modernized PhilGEPS under the New Government Procurement Act (NGPA), serving as the primary source of government procurement information and main channel for the conduct of procurement activities. She likewise expounded on the mandate of the PS-DBM in line with the new procurement law, which requires all government agencies, including local government units (LGUs), to procure their common-use supplies and equipment (CSE) exclusively from PS-DBM.

Alongside ED Gen, Ms. May Ann Chan and Mr. Reygienald Nacario from the agency's Marketing and Sales Division (MSD) provided a comprehensive discussion on the features, benefits, and process flows of the eMarketplace and the Virtual Store, a walkthrough of the eBidding system, and the submission of the Annual Procurement Plan for Common-use Supplies and Equipment (APP-CSE) for 2026, among others.

During the course of the convention, the PAGSO and LGU officials welcomed the presence of Senator Sherwin Gatchalian, who made a brief courtesy visit to congratulate the organization and its speakers and participants.

Consistent with President Ferdinand Marcos Jr.'s administration's firm commitment to advancing digital transformation in government processes, PS-DBM continuously supports capacity-building opportunities such as this to increase the use of the modernized PhilGEPS among government agencies to further enhance the public procurement system and the overall public service delivery.
