
The Procurement Service-Department of Budget and Management (PS-DBM) conducted a capacity-building session for its workforce and pool of internal trainers, held from April 22 to 23, 2026, equipping them with the knowledge and skills needed to effectively deliver training programs on the modernized Philippine Government Electronic Procurement System (PhilGEPS).
Spearheaded by the PhilGEPS Office, the training follows the ongoing transition to the modernized PhilGEPS of government agencies, including local government units (LGUs), nationwide—mandated by the New Government Procurement Act’s (NGPA) provision on digital transformation. The session served as a platform to strengthen participants’ technical knowledge and system proficiency, preparing them to serve as resource persons in the agency’s training activities.
Designed to empower the trainers in driving effective training sessions to stakeholders nationwide, PhilGEPS Director Maria Teresita Semana provided an overview of the modernized PhilGEPS. The participants were also immersed in a comprehensive discussion on the modernized PhilGEPS eBidding Facility and its modules, user roles and key pair management, Government of the Philippines-Official Merchants Registry (GOP-OMR), and eBidding submission for merchants, among others.
In addition to the discussions, the participants actively engaged in hands-on exercises and question-and-answer sessions, enhancing their skills in navigating the modernized PhilGEPS.
PS-DBM Executive Director (ED) Genmaries Entredicho-Caong, in her closing remarks, emphasized that participation in the training session not only contributes to the participants’ professional development but also qualifies them for recognition as certified modernized PhilGEPS trainers.
This capacity-building program underscores PS-DBM’s commitment to strengthening public service delivery and advancing modernization in government procurement, in line with President Ferdinand Marcos Jr.'s administration's strong push for digitalization, accountability, and transparency in government systems.
