
Forming part of its series of lectures to capacitate government agencies nationwide on the modernized procurement process, the Procurement Service-Department of Budget and Management (PS-DBM) concluded the first quarter of online client learning engagements (CLE) on the use and features of the modernized Philippine Government Electronic Procurement System (PhilGEPS) under the New Government Procurement Act (NGPA).
Amid the ongoing transition to the modernized PhilGEPS, the CLE provided a platform for government agencies, including local government units (LGUs), to enhance their understanding of the online procurement portal, encouraging them to integrate these advanced features into their procurement activities.
Led by the Marketing and Sales Division, the information sessions brought together around 1,800 procurement practitioners, end-users, and other representatives from the Department of Public Works and Highways (DPWH), Department of Agrarian Reform-Oriental Mindoro (DAR-OrMin), National Irrigation Administration Region 12, Department of Interior and Local Government Region 12, Philippine Center for Economic Development, National Bureau of Investigation, and Department of Agrarian Reform Region 12.
To equip the participants with the necessary knowledge in navigating the modernized PhilGEPS and keep them updated on the agency’s operational updates, the topics discussed revolved around the salient features of the NGPA, submission of the Annual Procurement Plan for Common-use Supplies and Equipment (APP-CSE), the eBidding Facility, and the eMarketplace—the government’s official e-commerce platform for the procurement of CSE, which currently offers motor vehicles, software and licenses, and airline tickets through the Government Fares Agreement (GFA).
Through capacity-building initiatives such as these, PS-DBM remains steadfast in its commitment to collaborating with various government agencies to advance the modernized procurement process—ultimately geared towards promoting efficiency, transparency, accountability, and innovation in public procurement.
