In line with its commitment to providing quality common-use supplies and equipment (CSE), the Procurement Service–Department of Budget and Management (PS-DBM) visited the Department of Science and Technology–Forest Products Research and Development Institute (DOST-FPRDI) Pulp and Paper Testing Laboratory in Los Baños, Laguna, on June 10, 2026.

Following the invitation from the DOST-FPRDI, PS-DBM inspected the agency’s testing facilities, laboratory operations, and available equipment relevant to paper product testing. The engagement also provided an opportunity to strengthen collaboration between the two agencies, as well as to gather technical inputs on testing procedures, laboratory capabilities, and quality assurance standards that will support supplier evaluation and procurement activities.

 

Representing PS-DBM were members of its Industry Development Management Division–Office Supplies (IDMD-OS) and the Technical Specifications and Review Committee (TSRC), namely Engr. El Jon Bunao, Engr. Antonio Hermida Jr., Engr. Christian Jude Salcedo, Mr. Joseph de Sales, Ms. Mariah Kirsten Renz Velasco, Mr. Darwin Garcia, and Ms. Rosemarie Andulan-Dulce.

The PS-DBM delegation was welcomed by DOST-FPRDI Director IV Mr. Rico Cabangon and Ms. Aimnee Beatrix Habon, Technical Manager of the Pulp and Paper Testing Laboratory. Their expertise and the exchange of technical knowledge during the visit contributed to PS-DBM’s ongoing efforts to refine its qualification standards and evaluation guidelines for paper products, reinforcing the agency’s commitment to maintaining high-quality CSEs.

 

Through collaborations with government technical institutions such as DOST-FPRDI, PS-DBM continues to strengthen its quality assurance mechanisms and enhance its procurement of CSEs. These efforts support the agency’s commitment to delivering reliable, high-quality products while advancing President Ferdinand “Bongbong” Marcos, Jr.’s administration’s agenda to foster efficient, transparent, and responsive public service delivery.
