In support of the effective implementation of the New Government Procurement Act (NGPA) and empowering procurement practitioners in adopting the modernized procurement process, the Procurement Service-Department of Budget and Management (PS-DBM) conducted a training on the modernized Philippine Government Electronic Procurement System’s (PhilGEPS) eBidding facility for government agencies on June 24 to 25, 2026, at the Government Procurement Policy Board–Technical Support Office (GPPB-TSO) Building in Quezon City.
The two-day in-person training gathered participants from 16 government agencies and local government units (LGUs), enhancing their technical knowledge and system proficiency to effectively utilize the eBidding facility in their procurement activities. This information session also bolstered the provisions of the NGPA, directing national government agencies and LGUs to procure their common-use supplies and equipment (CSE) exclusively from PS-DBM.
Deputy Chiefs Brian Gerona and Mary Jane Dacumos, and Information Technology Research and Planning Division officers Ms. Princess Sabio and Mr. Mark Jonnel Lantin, served as resource speakers during the technical sessions.
The training covered technical and procedural modules of the modernized PhilGEPS, including user roles and key pair management, annual procurement plan (APP) and purchase request (PR), bids and awards committee (BAC) and bid notice, Government of the Philippines-Official Merchants Registry (GOP-OMR), and contract management, among others. A hands-on activity followed the discussions to reinforce the participants’ learning.
PS-DBM, through its continuous conduct of capacity-building activities such as this, remains committed to enabling government agencies to fully transition to the modernized PhilGEPS, advancing the modernization of the country’s public procurement landscape while supporting President Ferdinand Marcos, Jr.'s administration's push for efficiency, transparency, and accountability through digital transformation across government departments and branches.
