Further advancing digital transformation in public procurement and equipping procurement professionals for the full implementation of the New Government Procurement Act (NGPA), the Procurement Service–Department of Budget and Management (PS-DBM) conducted a Client Learning Engagement (CLE) for local government units (LGUs) and national government agencies in Quezon City and nearby areas on June 23, 2026, at the Quezon City Experience, Quezon Memorial Circle.
Held in conjunction with the PS-DBM on Wheels in Quezon City, the CLE gathered 162 participants from 65 government agencies and featured simultaneous learning sessions across two training rooms.
Deputy Executive Director (ED) Rommel Rivera of the ICT and Procurement Group and Deputy ED Philip Josef Vera Cruz of the Operations, Logistics, and Supply Chain Group led the discussions on the modernized Philippine Government Electronic Procurement System (PhilGEPS), focusing on the eBidding Facility, its process flow, user roles; the salient provisions and guiding principles of the NGPA, including accountability, competitiveness, efficiency, proportionality, and transparency.
Also serving as resource persons were Operations Office Director Samantha Grace Moscoso, Procurement Office Acting Director April Flor Borlagdatan-Vejano, Marketing and Sales Division (MSD) Chief Omar Bernal, Ms. Rodevie Cruz, and Mr. Alvin Nepomuceno. They discussed the submission of the 2026 Annual Procurement Plan for Common-use Supplies and Equipment (APP-CSE), the requirements and procedures for using the Virtual Store (VS), a live VS simulation, the issuance of the Certificate of Non-Availability of Stocks (CNAS), procurement by electronic means, and an eMarketplace walkthrough showcasing its features, benefits, and process flow.
The learning sessions concluded with an open forum, providing participants with the opportunity to raise questions and gain further clarification on modernized PhilGEPS under the new procurement law.
Through these learning sessions, PS-DBM continues to strengthen the capabilities of procurement practitioners by equipping them with the knowledge and technical skills needed to effectively implement the NGPA and maximize the use of the modernized PhilGEPS, supporting the administration of President Ferdinand Marcos Jr. in building a more transparent, efficient, and digitally enabled public procurement system.
