In support of the government’s transition to greener technologies aimed at reducing environmental impact and lowering operational costs, the Procurement Service–Department of Budget and Management (PS-DBM) entered into a Memorandum of Agreement (MOA) with AC Mobility Holdings, Inc. (AMHI) to formalize the integration of BYD and KIA electric vehicles (EVs) into the eMarketplace.
The MOA signing, held on July 21, 2026, at the AC Mobility headquarters in Bonifacio Global City (BGC), Taguig City, reinforces the shared commitment of PS-DBM and AMHI to advance green public procurement by expanding the government’s access to environmentally sustainable common-use supplies and equipment (CSE) at the most advantageous price for Procuring Entities.
The agreement was signed by PS-DBM Executive Director Genmaries Entredicho-Caong and Deputy Executive Director Philip Josef Vera Cruz, together with Alyssa Danette Uson, Head of Strategy and Growth Acceleration of AMHI; Bob Anthony Palanca, Managing Director of Mobility Access Philippines Ventures, Inc. (MAPVI); Jose Alfonso Aranas, Sales Director of MAPVI; Jose Marie Lopez, Managing Director of KP Motors Corporation (KPMC); and Christopher David Yu, Sales Director of KPMC. Officials and personnel from the PS-DBM and AMHI also witnessed the signing.
The inclusion of BYD and KIA EVs in the modernized PhilGEPS eMarketplace builds on PS-DBM’s launch of its Green Technology Products on May 25, 2026, during which both vehicle brands were officially recognized as part of the agency’s growing catalogue of sustainable procurement options. This initiative likewise forms part of the New Government Procurement Act’s (NGPA) provisions on sustainability.
PS-DBM’s continued expansion of electric and hybrid electric vehicle (HEV) offerings supports the implementation of Republic Act No. 11697, or the Electric Vehicle Industry Development Act (EVIDA), which promotes the wider adoption of electric vehicles to reduce dependence on fossil fuels, lower greenhouse gas emissions, and encourage sustainable transportation across the country.
This initiative, led by DBM Secretary Kim Robert de Leon, likewise aligns with the thrust of President Ferdinand “Bongbong” Marcos Jr. in advancing sustainable public procurement and energy-efficient government operations, as well as Executive Order No. 110, which declared a state of national energy emergency to accelerate the adoption of energy-saving measures and strengthen the country’s energy security amid global supply uncertainties.
