The Procurement Service-Department of Budget and Management (PS-DBM) met with the Commission on Audit (COA) for an information gathering session to formulate guidelines on the electronic submission of and access to procurement documents by government agencies for audit purposes, on August 5, 2026, at the PS-DBM Main Office in Paco, Manila.
COA Information Technology Audit Office Director Marlon Marquina, Technical Services Office Director Maria Cecilia Alonzo, Engr. Nel Christopher Ponsaran, and Engr. Nicholas Ray Badiable were formally oriented on the capabilities of the modernized Philippine Government Electronic Procurement System (mPhilGEPS), particularly on the procurement documents and records that may be electronically available on the COA.
PS-DBM Executive Director Genmaries Entredicho-Caong—together with Deputy Executive Directors Marlita Dagsa and Rommel Rivera; Directors Maria Teresita Semana and Ramon Antonio Matibag; Division Chiefs Lyodychie Camarao, Rendell Sopeña, and Roberto Domingo; and Atty. Emil John Manguerra—hosted the meeting, which covered the identification of procurement documents that the mPhilGEPS can authenticate, generate, or store. It included defining the eligibility, application process, and auditor access.
The discussion covered possible system integration and auditor controls—interfacing of the mPhilGEPS with the COA information systems while evaluating system security, audit trails, and post-audit record retention. They also deliberated on the current rollout implementation status of the mPhilGEPS and the percentage of government procurement transactions that the system handles.
PS-DBM’s coordination meeting with the COA reinforces the commitment of President Ferdinand Marcos Jr. and the DBM, under the leadership of Acting Secretary Kim Robert de Leon, to promoting accountability, good governance, and transparency in the use of public funds by ensuring that the public procurement system complies with audit requirements.
