Advancing the professional development of its workforce, the Procurement Service-Department of Budget and Management (PS-DBM) held an awarding ceremony for its first batch of personnel who completed the Introductory Certificate in Public Procurement-Level 2 of the Chartered Institute of Procurement and Supply (CIPS)—a global professional body for procurement and supply chain management certification—at its Main Office in Paco, Manila, on September 8, 2026.

The capacity-building initiative, funded by the European Union of the Philippines and implemented by the United Nations Development Programme (UNDP) under the project “EU-PH Partnership in Reinforcing Capacity, Transparency, and Efficiency in Public Procurement—Enabling Justice and the Rule of Law,” included the Commission on Audit, the Government Procurement Policy Board-Technical (GPPB-TSo), and civil society representatives, alongside PS-DBM. Twenty-two of the initial 30 participants successfully passed the intensive training, work-based assignment (WBA), and evaluation.
Executive Director (ED) Genmaries Entredicho-Caong, a CIPS 3 alumna, commended the graduates for their continued commitment to the program, emphasizing that CIPS is a significant, high-value investment that requires participants' dedication. Deputy ED Marlita Dagsa reinterpreted the "CIPS" acronym to reflect the Filipino core values for effective governance: Collaboration, Integrity, Purpose in serving the Filipino people through proper public procurement, and Service.
“Let us see this certification as both an achievement and a responsibility. An achievement because we completed something challenging and expanded our knowledge. And a responsibility because we now have an opportunity to apply that knowledge in our work,” shared Mr. Boycie Tarca, the program’s top graduate.
PS-DBM’s participation in CIPS 2 aligns with President Ferdinand Marcos Jr.’s administrative priority to provide a strong foundation in core procurement principles and ethical standards and DBM’s professional objectives—led by Acting Secretary Kim Robert de Leon—to build a sustainable pipeline of certified procurement professionals in government.
