“These vehicles will provide additional mobility and logistical support, particularly when emergencies and disasters demand immediate and decisive action.”
This is what the Office of Civil Defense (Civil Defense PH) Assistant Secretary Cesar Idio underscored during the ceremonial turnover of motor vehicles with the Procurement Service-Department of Budget and Management (PS-DBM) at the OCD Headquarters in Camp General Emilio Aguinaldo, Quezon City, on September 8, 2026.

The 14 passenger vans, valued at Php 29.5 million, were procured through the eMarketplace to provide the OCD with additional mobility and logistical support in carrying out its mandate and strengthening the country’s disaster risk reduction and management operational capabilities.
PS-DBM Executive Director (ED) Genmaries “Gen” Entredicho-Caong emphasized that the eMarketplace not only generates savings for OCD and PS-DBM, but also promotes administrative efficiency and reduces the workload of client-agencies through centralized procurement, ultimately contributing to more efficient public service delivery.
“Hindi lang po savings ang na-ge-generate natin, not only for OCD, not only for PS-DBM, but for the entire government in cooperating and supporting this framework of having a central procurement system,” said ED Gen.

The turnover ceremony was followed by a vehicle blessing, signifying the start of the vehicles’ service in supporting the OCD’s disaster response and risk reduction operations. OCD Undersecretary Harold Cabreros likewise attested to the efficiency of procurement through eMarketplace, “We were able to procure our vans quickly. We no longer have to prepare bidding documents.”
Joining ED Gen, Asec. Idio, and Usec. Cabreros were Director Caesar Agnir Jr., Brigadier General Reverend Roy Onggao, PS-DBM Deputy ED for Operations, Logistics, and Supply Chain Group Philip Josef Vera Cruz, Operations Office Director Samantha Grace Moscoso, Marketing and Sales Division (MSD) Chief Omar Bernal, and MSD Personnel.
Apart from passenger vans, the eMarketplace offers a wide range of vehicle types for purchase based on the operational needs of procuring entities, including buses, minibuses, utility vehicles, SUVs, MPVs, and sedans.
The PS-DBM, alongside DBM, under the leadership of Acting Secretary Kim Robert De Leon, continues to uphold its mandate in providing quality and affordable common-use supplies and equipment (CSE), while supporting President Ferdinand “Bongbong” Marcos Jr.’s directive to modernize the public procurement process.
