Pursuant to Section 5.4.3 of Appendix 30 of the 2016 Revised Implementing Rules and Regulations of Republic Act 9184, otherwise known as the Government Procurement Reform Act, the Guidelines on the Use of the Virtual Store (VS) for the Procurement of Common-use Supplies and Equipment (CSE) state: “The PS shall automatically return to the Agencies the unexpended amount of the e-Wallet balance at the end of the fiscal year.”
In compliance with this provision, the Procurement Service - Department of Budget and Management (PS-DBM) will be returning the unexpended balances of the Agencies E-Wallet accounts to their respective bank accounts, excluding funds allocated for fiscal year 2023.
