The Government Procurement Policy Board has issued Circular 03-2016 pertaining to the “Delayed Implementation of the Mandatory Submission of PhilGEPS Certificate of Registration and Membership in Competitive Bidding”. In Section 4.1.2, it states that “Starting 1 May 2017, bidders for competitive biddings will be required to submit their PhilGEPS Certificate of Registration of Membership under Platinum category during eligibility check or bid submission, as the case may, in lieu of their Class “A” Documents uploaded and maintained current and updated in the PhilGEPS pursuant to Section 8.5.2 of the 2016 Revised IRR of RA 9184.”

The PhilGEPS issues the following guidelines in light of the above GPPB Circular.

On validity of the Blue Certificates of Membership

Blue Membership Certificates will only be valid until 28 April 2017. Effective 01 May 2016, merchants are advised to upgrade if they wish to participate in Competitive Bidding.

Important:

Merchants upgrading to Platinum must ensure that they have the documents required to be uploaded in the Platinum Checklist and such are valid or have not expired. Otherwise, the application to upgrade cannot be approved.

Discounted Offer to Existing Blue Members

For merchants who renewed or registered and applied for Blue Membership from August 1 to October 31, 2016, you will only have to pay Two Thousand Pesos (PhP2,000.00) for the Platinum Membership. This discounted offer to upgrade will only be until 28 April 2017. Upgrades beyond 28 April 2017 will be for the full amount of Five Thousand Pesos (PhP5,000.00).

For the rest of the Blue Members, you are required to pay the full amount of Five Thousand Pesos (PhP5,000.00) for the Platinum Membership.

Illustrative examples:

Merchant X has a valid Blue Certificate of Membership that is valid until September 15, 2017. His certificate is valid until April 28, 2017 and he can present such in competitive bids. But he decides to upgrade to Platinum on January 15, 2017. He is required to pay only the incremental amount of P2,000. He will be issued a Platinum Certificate of membership with validity of up to January 15, 2018.

Merchant Y has a valid Blue Certificate of Membership that is valid until June 15, 2017. His certificate is valid until April 28, 2017 and he can present such in competitive bids. He decides to upgrade to Platinum on January 15, 2017. He is required to pay P5,000 or the full membership fee for Platinum and will be issued a Platinum Certificate of Membership with validity of up to January 15, 2018.
