The Procurement Service – Department of Budget and Management (PS-DBM) has recently convened the Inter-agency Technical Specifications Review Committee (IATSRC) with the primary task to assess, review, and update the technical specifications of the agency’s existing list of Common-use Supplies and Equipment (CSE).

The meeting, which took place on January 26, 2023, gathered representatives from different national government agencies whose expertise would contribute to the development of CSE technical specifications that adhere to and comply with local and international standards, taking into account the environmental, social, and economic aspects of public acquisition. Particular to the IATSRC is fulfilling the need to meet the Sustainable Development Goal (SDG) 12 of the United Nations: Responsible Consumption and Production.

The provision of green criteria to the CSE technical specifications is also in line with Executive Order No. 301, s. 2004 establishing a Green Procurement Program (GPP) for all departments, bureaus, offices, and agencies of the executive branch, as well as with the Government Procurement Policy Board’s (GPPB) Philippine Green Public Procurement Roadmap (GPPR) that was initiated in 2017.

Together with the Department of Information and Communications Technology (DICT), Department of Energy (DOE), Department of Trade and Industry (DTI), Department of Environmental and Natural Resources (DENR), and the Department of Science and Technology (DOST), the IATSRC is ultimately aimed at determining green parameters to incorporate green specifications in the PS-DBM CSE Catalog.
