The Procurement Service - Department of Budget and Management (PS-DBM), through the Philippine Government Electronic Procurement System (PhilGEPS), recently held a series of training activities on the use of modernized PhilGEPS (mPhilGEPS) among the procurement practitioners of the National Economic and Development Authority (NEDA), Department of Agrarian Reform (DAR), and Department of Health (DOH). The sessions, facilitated separately for each agency, were convened on October 3-4, October 12-13, and November 6, respectively.
Attended by the agencies’ Bids and Awards Committee (BAC) members, Secretariats, Technical Working Group, and end-users, the training focused on enabling the agencies to effectively utilize and navigate the features and functionalities of the mPhilGEPS, with emphasis on the pioneer implementation of the e-Bidding Facility.
Moderated by PhilGEPS’ IT Research and Planning Division Chief Ms. Mary Jane Dacumos, with IT Officers Ms. Princess Sabio, Mr. Francisco Punzalan, and Ms. Stephanie Alyssa Dela Cruz, the discussions covered the end-to-end procurement process — from the submission of the Annual Procurement Plan (APP) to the posting of contracts. Other topics included account management and role of users; bid notice creation; membership registration and upgrade; e-Bidding that includes bid submission, opening, and evaluation; post-qualification; award creation; and contract management.
Projected to be fully implemented by 2024, mPHILGEPS is the upgraded version of the existing PhilGEPS — the single, centralized electronic portal that serves as the primary and definitive source of information on government procurement. It employs new features geared towards the fulfillment of a complete government online procurement process, improving analytics insight and system integration.
Through these engagements, PS-DBM manifests its support for the digital transformation efforts of the government, thereby establishing a more efficient, transparent, and progressive public procurement process.
