TThe Procurement Service – Department of Budget and Management (PS-DBM), through its Philippine Government Electronic Procurement System (PhilGEPS) Group, facilitated a two-day training session among the procurement practitioners of the Department of Energy (DOE) for the eventual implementation of the modernized PhilGEPS (mPhilGEPS), continuing its series of lectures among government agencies.
Conducted in hybrid format, the activity took place from November 21 to 22, 2023 and was attended by the DOE Bids and Awards Committee (BAC) Secretariats, Technical Working Group, and end-users.
Designed to boost the efficiency of the procurement process and to improve public procurement transparency, mPhilGEPS is the upgraded version of the existing PhilGEPS — the single, centralized electronic portal that serves as the primary and definitive source of information on government procurement.
Ms. Mary Jane Dacumos and Ms. Stephanie Alyssa Dela Cruz of PhilGEPS’ IT Research and Planning Division (ITRPD) discussed the new features of the mPhilGEPS with emphasis on the use of the eBidding Facility, allowing the participants to access and navigate these functionalities with ease once fully implemented.
The advantages of introducing these developments were likewise highlighted, which include the savings on reproduction through the convenience of downloading and uploading electronic eligibility documents, having around-the-clock ease of access to government agency opportunities, and enabling users to do market research on government procurement, among others.
PS-DBM, through the continuous modernization of PhilGEPS, acknowledges that the sustainability of its operations goes hand in hand with the agency’s digital transformation initiatives in pursuit of building a framework to establish an improved public procurement process.
