The Procurement Service – Department of Budget and Management (PS-DBM), through its Philippine Government Electronic Procurement System (PhilGEPS) Group, conducted a series of training sessions for its employees in order to assemble a pool of trainers with expertise on the use of Modernized PhilGEPS (mPhilGEPS). The training was conducted in four batches which began on May 24 and ended on July 11, 2024, with 123 participants representing all functional groups of PS-DBM.
Spearheaded by the PhilGEPS Group under the leadership of Director Maria Teresita M. Semana, with facilitators from the IT Research and Planning Division, Customer Service Section, and Electronic Government Procurement Development and Operations Division, the training was focused on the utilization of mPhilGEPS as a platform for all procurement activities. In relation, its features and functionalities were highlighted through modules for various discussion topics including Account Management, User Roles, Annual Procurement Plan, Purchase Request, Bids and Awards Committee templates, Bid Notice, Electronic Bid Submission, Opening, Evaluation and Post Qualification, and Reports Generation, among others.
The mPhilGEPS is the upgraded version of the existing PhilGEPS site — the single, centralized electronic portal that serves as the primary and definitive source of information on government procurement.
“Ang technology po, tool po iyan. We can design it… Hindi po tayo natatapos sa page-enhance,” she said, adding that more capacity development interventions are in the pipeline to ensure the widespread and consistent use of mPhilGEPS.
In this time of digital transformation, the continuous modernization of PhilGEPS is among the 12-point Reform Agenda of PS-DBM, and with it comes the initiative to capacitate not only the external users, but also the internal workforce. | July 12, 2024/GD
