The Procurement Service – Department of Budget and Management (PS-DBM) witnessed DBM’s presentation of the Public Financial Management (PFM) Reforms Roadmap 2024-2028 to President Ferdinand R. Marcos, Jr. in a ceremony at the Malacañan Palace on September 17, 2024.

Bannering the theme, “Propelling Transformation: Achieving Prosperity,” the official endorsement was facilitated by DBM Secretary Amenah F. Pangandaman—Chairperson of the PFM Committee—who leads the efforts to reshape the financial landscape of the Philippine government resulting in greater efficiency, transparency, and accountability in managing public fund and use of resources across government agencies.

 “With this roadmap, we give a clear mandate of ensuring that the money entrusted to us by the people serves a purpose that truly matters, that will make a difference,” President Marcos emphasized.

Among the identified core strategic areas covering various aspects of PFM was public procurement. The fulfillment of these reform strategies is anticipated to modernize the fiscal governance through full digitalization of PFM processes, consequently addressing the evolving needs of the nation.

“As we maximize the transformative power of digital technology, we hope to truly enhance our systems and processes, ensure fiscal discipline and allocative efficiency, and deliver the needs of the people we have sworn to serve,” Sec. Pangandaman said.

For its part, PS-DBM is gearing up for the launching of the Electronic Marketplace, or eMarketplace, which shall serve as the government’s official e-commerce platform for the procurement of common-use supplies and equipment (CSE), and eventually non-CSE items.

 PS-DBM Acting Executive Director (ED) Genmaries “Gen” S. Entredicho-Caong was also in attendance, together with DBM officials and representatives from other key government agencies.

 ED Gen has been actively participating in PFM engagements, having lectured about public procurement in the context of PS-DBM’s mandate—to operate a centralized procurement system for CSE for the whole of government—before thousands of budget officers throughout the country.

In relation, capacity building is deemed as another fundamental component of the PFM Reforms Roadmap. By consistently conducting training programs anchored on a dynamic curriculum, PFM practitioners nationwide are empowered and equipped with skills to overcome prevailing challenges in PFM. In the conduct of these learning opportunities, ED Gen represents PS-DBM. Representatives from other national government agencies, local government units, civil society organizations, and development partners also take part in the same undertaking—a manifestation of the shared dedication as well as inclusive and coordinated collaboration throughout the bureaucracy. 

 The PFM Reforms Roadmap 2024-2028 is anchored on the Philippine Development Plan 2023- 2028, amplifying the government’s commitment to the harmonization of financial programs and policies geared towards enhancing government processes, ensuring fiscal discipline, and improving delivery of public services. | September 20, 2024/PM
