The Procurement Service – Department of Budget and Management (PS-DBM) turned over 14 units of motor vehicles to various client-agencies in the first quarter of 2025, marking the success of the pilot implementation of eMarketplace, the official e-commerce platform of the Philippine Government.

Launched in December 2024, the eMarketplace is an added functionality of the modernized Philippine Government Electronic Procurement System (PhilGEPS) where government agencies can “add to cart” their common-use supplies and equipment (CSE) requirements, sourced only from legally, technically, and financially capable suppliers. Presently, only motor vehicles are available for purchase as CSE, as PS-DBM finalizes the inclusion of more items including airline tickets, cloud computing services, and software and licenses.

Taking up to four months in the usual timeline, procurement of motor vehicles through the eMarketplace is shortened to less than two weeks. This could be attested by the Insurance Commission and the National Tax Research Center—the first two procuring entities to have received their motor vehicle orders in February 2024, totalling to around 11 million in sales.

  

Only recently, the PS-DBM turned over  one (1) vehicular unit amounting to Php 1.3 million to the DBP Leasing Corporation; one (1) vehicular unit amounting to Php 2.8 million to the Department of Tourism – Intramuros Administration; one (1) vehicular unit amounting to Php 2.2 million to the Juvenile Justice and Welfare Council; one (1) vehicular unit amounting to Php 2.5 million to the Department of Science and Technology – Advance Science and Technology Institute; and four (4) vehicular units amounting to Php 9.4 million to the National Police Commission. The deliveries took place on March 26, 28, and 31, 2025.

Apart from the shortened transaction timeline, the eMarketplace also guarantees savings, as PS-DBM deals directly with manufacturers, exclusive distributors, and product sources. For the orders purchased in March, for instance, the generated savings is valued at roughly Php 3.8 million.
