Please be advised that the Procurement Service (PS) will be implementing two kinds of ordering system, the BIG-BOX and RETAIL STORE Purchases.


BIG-BOX Purchase refers to purchase of common supplies and equipment (CSEs) from the PS warehouses in its original delivery packaging and in accordance with units of measure for bulk or volume quantities.  On the other hand, CSEs in quantities less than the minimum orderable quantity for bulk or volume quantities will be treated as RETAIL and may be obtained from the PS Retail Store.


Segregating retail as against volume/bulk purchases is aimed at improving efficiency in servicing clients since small volume buyers will no longer have to queue together with agencies who buy in bulk quantities specially for pick-up transactions.


Presently, the new system is on a trial-run, and certain delays in processing transactions are expected to be encountered, but we are undertaking measure to minimize delays.


In transitioning to the new system, expect that a new electronic Agency Procurement Request (eAPR) that automatically segragates RETAIL from BIG BOX quantities will be made available in the PS and PhilGEPS websites. The new ordering system is designed to streamline processes, minimize delay  and for transactions to be handled with more efficiency.  We shall be issuing advisories for the guidance of our clients in the implementation of these changes.  Client-agencies will likewise be engaged in dialogues or other fora to explain the new system.
