The Procurement Service – Department of Budget of Management (PS-DBM) held a consultative meeting with the Chamber of Automotive Manufacturers of the Philippines Inc. (CAMPI) on September 27, 2023 to discuss the draft Memorandum of Agreement (MOA) for the implementation of the proposed Government of the Philippines Automobile Framework Program (GoP-AFP).
PS-DBM Executive Director Atty. Dennis S. Santiago, along with Director for Procurement Group Atty. Genmaries S. Entredicho-Caong and Director for Operations Group Atty. Philip Josef T. Vera Cruz, moderated the discussion aimed at seeking comments and recommendations in the finalization of the MOA prior to the implementation of GoP-AFP.
This activity was initiated as PS-DBM commits to pilot the eMarketplace — a feature of the modernized Philippine Government Electronic Procurement System (mPhilGEPS) — in adherence to the directive of President Ferdinand “Bongbong” R. Marcos, Jr. to prioritize the streamlining of the public procurement process through digital transformation led by DBM Secretary Amenah F. Pangandaman.
With GoP-AFP, motor vehicles will be made available for purchase as a Common-use Supply and Equipment (CSE) through the eMarketplace which will allow client-agencies to choose from a variety of options and different classifications tailor-fit to their intended use and allowed budget. The benefits of the program, scope and coverage of agreement, prices, and process flow were also tackled.
This development solidifies PS-DBM’s relentless efforts to institute transformational reforms and policies based on its 12-point agenda, which includes the expansion of its CSE Product Catalogue. Apart from motor vehicles, Cloud Computing Services (CCS) and airline tickets through the Government Fares Agreement (GFA) will likewise be offered as CSE soon.
