As part of the capacity building efforts of the Procurement Service – Department of Budget and Management (PS-DBM) for its human resource (HR), select members of its workforce including Functional Group Directors, Division Chiefs and their Deputies took part in the Competency Modeling and Profiling Course facilitated by the Civil Service Commission (CSC) from August 22 to 24, 2023. This is the first leg of CSC’s series of training sessions with PS-DBM aimed at building a Competency-Based HR System (CBHRS) for the agency.
The three-day course immersed participants in the techniques and strategies that link and align the requirements of a job and/or position with the employees’ knowledge, skills, abilities, and behavioral characteristics — building competency models and profiling positions that shall be integrated in and applied to the HR system and process of PS-DBM.
Apart from the introduction to the fundamental concepts of CBHRS, the workshop touched on the Competency Model Development Process and the Planning for Competency Development. In these modules, PS-DBM leaders simulated job analysis, competency identification, behavior association, and position profiling. The PS-DBM Competency Model Framework will eventually be set up based on these discussions.
This activity is only one out of the four major courses of CSC’s training sessions on CBHRS, with the other three already scheduled to take place from November 2023 until January 2024, to be attended by the same participants. Coaching sessions will also be conducted in between the facilitation of the courses.
While PS-DBM boosts its external partnerships through various engagements and collaborations, it gives just as much attention to the improvement of its internal assets by maintaining a high-performing, competitive, and credible workforce of procurement experts and professionals who lead the accomplishment of the agency’s strategic goals and objectives.
