By invitation from the Department of Social Welfare and Development (DSWD), the Procurement Service – Department of Budget and Management (PS-DBM) Executive Director (ED) Dennis S. Santiago took part as a resource speaker in DSWD’s Executive Briefing on Republic Act (RA) No. 9184, otherwise known as the Government Procurement Reform Act (GPRA), on May 16, 2024.
ED Santiago’s talk served as a capacity-building activity among the members of DSWD’s Bids and Awards Committee (BAC) and Executive Committee (EXECOM) as the designated Authorized Representative of the Head of the Procuring Entity (HoPE), with focus on strategic procurement.
Further, the discussion also covered the salient features of the procurement law and its Revised Implementing Rules and Regulations (IRR), as well as the roles and responsibilities of the HoPE, BAC, BAC Secretariat, and end-users.
The activity forms part of DSWD’s efforts to continually provide education and training for the professionalization of its procurement unit. PS-DBM, meanwhile, actively engages in these knowledge-sharing activities not only to create a more effective and efficient procurement process for the whole of government but also to cement its alliance with other government agencies and stakeholders.
For his part, ED Santiago welcomes these initiatives especially in light of the on-going deliberations to amend the existing procurement law.
