By invitation from the Republic of Korea’s (RoK) Public Procurement Service (PPS), the Procurement Service – Department of Budget and Management (PS-DBM) joined DBM Secretary Amenah F. Pangandaman in a bilateral meeting with PPS on May 28, 2024 at the Manila Hotel to discuss its Innovation Procurement Policy. This forms part of the cooperation efforts among the three parties pursuant to their signing of tripartite Memorandum of Understanding in 2023.

Led by Administrator Lim Ki Keun, representatives from RoK PPS also included Director Inseung Choi, Deputy Director Bong-ki Shin, Assistant Director Minki Kang, and Interpreter Sophie Jang. Sec. Pangandaman, meanwhile, was with PS-DBM Executive Director Dennis S. Santiago, PS-DBM Director for Procurement Group Atty. Genmaries S. Entredicho-Caong, and Government Procurement Policy Board-Technical Support Office Director Maria Dionesia Rivera-Guillermo.

 

Aimed at improving the quality of public services by supporting technological advancement, RoK PPS is conducting international validation of innovative products through its Innovation Procurement Policy. Earlier this year, on January 29, RoK PPS also paid a visit to the PS-DBM Main Office to discuss the same project. In this latest meeting, they once again sought the support of DBM, PS-DBM, and GPPB in this endeavor, among other capacity building activities. Its funded public procurement workshop, to be spearheaded by the Asian Development Bank, was also introduced.

Apart from discussing the project, an exchange of knowledge and best practices was likewise conducted with the goal of further developing the Philippines’ eProcurement system.

The PS-DBM expresses its gratitude to RoK PPS for sharing its expertise in innovative procurement, which comes relevant as the agency institutes public procurement reforms through its 12-point agenda and its contributions in amending the country’s decades-long procurement law.
