Speaking before a crowd of over 300 Public Financial Management (PFM) practitioners, Acting Executive Director (ED) of the Procurement Service - Department of Budget and Management (PS-DBM) Atty. Genmaries Entredicho-Caong provided an overview of government procurement during the PFM Competency Program (PFMCP) for Local Government Units (LGUs) in the Cordillera Administrative Region (CAR) on July 5, 2024 — forming part of the three-day event organized by DBM’s Advocacy, Communications, and Training Service held in Baguio City.
In her talk, ED Entredicho-Caong discussed the mandate of PS-DBM and the value and benefit of centralized procurement of Common-use Supplies and Equipment (CSE), through PS-DBM, for the whole of government.
Echoing the government’s call for the digital transformation of its operations, ED Entredicho-Caong also introduced the Electronic Marketplace, or eMarketplace, an additional feature poised to serve as an e-commerce platform of the modernized Philippine Government Electronic Procurement System (PhilGEPS).
In her message, DBM Secretary Amenah F. Pangandaman underscored the relevance of training sessions in equipping PFM practitioners whom she describes as the “frontliners in delivering quality services to the people we have sworn to serve.”
With attendance of PMF practitioners from Abra, Kalinga, Mountain Province, Benguet, ifugao, Apayao, and Baguio, as well as local government officials, this latest iteration of PMFCP — the ninth leg since it commenced in September 2023 — was undeniably successful in promoting governance, financial accountability, and effective resource management.
PS-DBM, by sharing its best procurement practices, wishes to contribute to the improvement of government spending, resulting in the timely and effective implementation of local programs and projects.
