All merchants are hereby informed that the Philippine Government Electronic Procurement System (PhilGEPS) is set to implement the submission of an updated requirement for Corporations.

Effective July 15, 2025, or fifteen (15) calendar days after publication of this notice, Corporations are required to submit their latest General Information Sheet (GIS) reflecting the beneficial ownership information, duly received by the Securities and Exchange Commission (SEC). All corporate entities that are existing Platinum Members are likewise required to update their eligibility documents in the Government of the Philippines - Official Merchant Registry (GoP-OMR).

This is implemented to promote transparency and accountability, anchored on the provisions of the Implementing Rules and Regulations (IRR) of Republic Act No. 12009, otherwise known as the New Government Procurement Act (NGPA), specifically Section 20.2.9.1, to wit:

“All manufacturers, suppliers, distributors, contractors, consultants, and service providers shall upload and maintain in PhilGEPS a valid and updated file of the following eligibility documents:

b) For corporations, an updated General Information Sheet (GIS) reflecting the beneficial ownership information duly submitted to the SEC in accordance with its annual reportorial requirements; x x x ”

Who must comply?

(a) All corporations that are existing PhilGEPS Platinum members need to update their legal eligibility requirements by submitting the GIS reflecting the Beneficial Ownership information in the GoP-OMR.

(b) All corporations, whether applying for renewal or new applicants of PhilGEPS Certificate of Registration and Platinum Membership (PhilGEPS Platinum Membership), need to submit the GIS reflecting the Beneficial Ownership information in the GoP-OMR, as a requirement for securing the PhilGEPS Platinum Membership.
