ICYMI: The Procurement Service – Department of Budget and Management (PS-DBM), through the Depot Management Division (DMD) of its Regional Operations Office (ROO), has officially pioneered the Virtual Store (VS) rollout in the regions—spearheading the initiative at the PS-DBM Baguio Depot in the Cordillera Administrative Region.
Held in the last week of May 2025, the VS rollout necessitated the conduct of a training among the PS-DBM Baguio Depot personnel, with focus on the functionalities of the platform—a feature of the modernized Philippine Government Electronic Procurement System (PhilGEPS) that serves as an online ordering portal for the procurement of common-use supplies and equipment (CSE). The VS boasts of real-time ordering that allows procuring entities to view, search, select, and purchase CSE, as well as the ability to generate reports instantaneously, among other benefits.
Along with the training session were other activities to ensure the seamless transition to digital procurement, such as physical inventory, orientation on warehouse management, reconciliation of stocks and agency balances, and inspection and maintenance of information systems.
Together with ROO-DMD were representatives from the PS-DBM Information Technology Services Division, Accounting Division, and Warehousing and Delivery Division who shared best practices especially in the area of supply chain management. Prior to this rollout, the Marketing and Sales Division also actively engaged the PS-DBM regional depots in knowledge-sharing activities.
Fully implemented in 2021, the use of VS was institutionalized in 2018, following the Government Procurement Policy Board’s approval of guidelines. From when the VS accounts of the pilot government agencies were set up in 2019, PS-DBM has since been relentless in promoting its utilization as part of the government’s digital transformation agenda, initially within the National Capital Region and nearby provinces. PS-DBM intends to ramp up the rollout in other regions across Luzon, Visayas, and Mindanao up to the first semester of 2026, to be followed by the LGU Depots.
This pioneering of the VS rollout also aligns with PS-DBM’s implementation of Single Price Policy for CSE items.
The use of VS was highlighted in the PS-DBM Client Learning Engagement that took place also in Baguio early in May, gathering a crowd of client-agencies from various regions, in recognition of their critical role in the extension of PS-DBM’s mandate as the central acquisition arm for CSE among all government agencies nationwide.
