In an effort to contribute to the country’s transition towards a more sustainable and energy-efficient transportation system, the Procurement Service - Department of Budget and Management (PS-DBM) offers electric vehicles through the eMarketplace, the government’s official e-commerce platform for the procurement of common-use supplies and equipment (CSE) including motor vehicles.
On July 4, 2025, PS-DBM furthered its commitment to going green in procurement as it delivered 23 units of hybrid multi-purpose vehicles to the Land Transportation Office (LTO) valued at ₱44.7 million, generating savings of more than ₱700,000 as compared to the market price. A significant portion of LTO’s regular procurement timeline—which could last up to three months—was also saved, as PS-DBM completed the entire process in less than two weeks from order placement.
Led by Executive Director (ED) Genmaries “Gen” S. Entredicho-Caong, together with Deouty ED Philip Josef T. Vera Cruz, Operations Office Acting Director Samantha Grace E. Moscoso and Marketing and Sales Division Chief Omar O. Bernal, PS-DBM turned over the brand-new MPV units to LTO represented by ED Greg G. Pua, Operations Division Chief Kathleen Deanna G. Salayog, Administrative Division Chief Louella V. Mutia, and Director Francis Ray A. Almora.
In a statement, LTO manifested its support to the administration's push for modernization and improved mobility, with the electric vehicles playing a critical role in fulfilling the agency’s administrative and operational functions—ultimately equipping its workforce with resources needed to deliver timely and effective public service.
Serving as the front line government agency for the land transport sector under the Department of Transportation, the functions of LTO include the issuance of licenses and permits. With PS-DBM’s eMarketplace, the registration of motor vehicles in LTO is fulfilled in only a day or two.
In this procurement, the savings come not only in the form of time and money. The environmental impact is lessened, too. LTO’s purchasing of hybrid MPVs, with reduced emissions and efficient fuel use, is in compliance with Republic Act (R.A.) No. 11697, otherwise known as the EVIDA Law or the Electric Vehicle Industry Development Act. This law mandates government agencies to procure a certain percentage of electric or hybrid vehicles for its fleet.
Similarly, PS-DBM advances sustainability as green principles are likewise enshrined in R.A. 12009, or the New Government Procurement Act (NGPA), incorporating environmental considerations into the centralized procurement of CSE.
With strong support and guidance from DBM Secretary Amenah F. Pangandaman, PS-DBM is steadfast in transforming the Philippine public procurement landscape primarily through the digital transformation of government procurement as enforced by the new procurement law.
