The Procurement Service - Department of Budget and Management (PS-DBM) Regional Depot - Cebu (PS Cebu) hosted a virtual training session for regional agencies on November 21-22, 2024—equipping almost 200 participants with knowledge of the procurement process in compliance with PS-DBM policies and operations.
The two-day online training, facilitated by PS Cebu's Frederick G. Porras, Mary Grace B. Licayan, Joshua B. Talam, and Marizel S. Bender, focused on the streamlined procedure for agency registration in the Philippine Government Electronic Procurement System (PhilGEPS), with emphasis on existing requirements and standards. In relation, procurement of common-use supplies and equipment (CSE)—from Agency Procurement Request to issuance of Official Receipt—was also covered.
As PS-DBM initiates the digital transformation of the public procurement process, anchored on its mandate and legal bases, a discussion on the Virtual Store implementation in the regions was likewise included.
Attended by supply officers and members of Bids and Awards Committee representing various National Government Agencies (NGAs), Local Government Units (LGUs), State Universities and Colleges (SUCs), and Government-owned and Controlled Corporations (GOCCs), the training was aimed at optimizing the regional agencies’ procurement practices through tailored support and guidance from PS Cebu, among its other initiatives to actively engage with its clientele.
“Participants not only brushed up on procurement rules but also discovered the fine art of navigating PS-DBM and PhilGEPS websites… Packed with practical insights and sprinkled with Cebuano wit, the training kept everyone engaged,” shared PS Cebu.
With the passage of the New Government Procurement Act, the mandate of PS-DBM as the government’s central purchasing arm for CSE has become more relevant than ever. Through the capacity-building initiatives of its network of regional depots across the country, including PS Cebu, PS-DBM is able to bring its services closer to its stakeholders nationwide. | November 25, 2024/LR
