The Procurement Service-PhilGEPS (PS-PhilGEPS) will soft launch and implement use of its Retail Store starting Monday, June 1, 2015.

The Retail Store will cater to procurement of small quantities of commonly used office supplies and equipment (CSE). As opposed to Big Box purchases which will be catered by the PS-PhilGEPS’ main warehouses, government buyers of small value CSEs no longer have to fall in line with bulk buyers to be serviced and get their purchases. Related to this, the PS-PhilGEPS will also be implementing use of the new electronic Agency Procurement Request (APR) forms. The APR Form 01 (click link for downloading the APR Form 01 and User Guide) for the procurement of CSEs in retail and in big box from its Main Office in Paco, Manila where the Retail Store is initially being implemented.

The Procurement Service - Philippine Government Electronic Procurement System (PS-PhilGEPS) partners with different Merchants in conducting various client engagement activities through product presentations.

For the first quarter of 2015, PS-PhilGEPS conducted three (3) product presentations in partnership with different merchants, namely Accel Prime Technologies Inc. (APTI), Microsoft and Integrated Computer Systems Inc. (ICSI).

The product presentation hosted by APTI was held on January 23, 2015 in Sofitel Philippine Plaza Manila, Pasay City. It was attended by 105 government employees coming from the National Capital Region and 11 from private companies. The presentation showcased their latest products involving the latest offerings of Toshiba, Microsoft and Epson.

The Development Bank of the Philippines (DBP) has deployed its Point-of-Sale (POS) electronic facility in the Procurement Service and PhilGEPS Offices earlier in 2015.

This cashless payment facility is available to all walk-in merchants transacting with the PS at its office in Paco, Manila and at the PhilGEPS office in Ortigas Center, Pasig City. Primarily, this will be used for the payment of the PhilGEPS Membership Fee by merchants upgrading to Blue or Platinum Membership and for merchants transacting with the PS, for payment of bidding documents fee. Note that a processing fee of Php 10.00 will be charged for each transaction.

This payment scheme shall initially cover acceptance of all locally issued ATM Cards and Debit Cards (BancNet, Expressnet, and Megalink).

The PS and PhilGEPS will no longer be issuing Official Receipts for this type of transaction. As such, the POS-receipt that will be generated by the POS machine must have a duly accomplished Order of Payment for it be valid.

Officials of the Royal Kingdom of Bhutan, particularly from the Department of National Properties, Ministry of Finance, visited the Philippines on February 9 to 13, 2015 to conduct a study tour and learn more about the government procurement process, including its best practices. The study tour provided an opportunity for them to conduct research particularly on the procurement of goods and services, and how to realize government savings through cost effective and efficient procurement methods.

The delegation met with PS-PhilGEPS officials, and were welcomed by PS Executive Director Jose Tomas C. Syquia, and were presented with lectures and discussions on the procurement processes and services of PS such as procurement planning, annual procurement plan, procurement of commonly-used supplies and equipment (CSEs) and non-CSEs, inspection process, and warehousing, among others. Also included in their activities was the observation of a public bidding activity conducted by the Bids and Awards Committee and how inspection of common office supplies were being carried out prior to acceptance and payment.
