Pursuant to Section 3.3.2 of the National Budget Circular No. 587, which states: “Maintenance and Other Operating Expenses (MOOE) and Capital Outlays (CO) is valid until December 31, 2023,” the 2022 unutilized IATF may be used to purchase Common-Use Supplies and Equipment (CSE) items from the PS-DBM Virtual Store until December 15, 2023 to give way for PS-DBM’s Year-End Inventory activities.

With plans to reintroduce airline tickets as common-use supplies and equipment (CSE), the Procurement Service - Department of Budget and Management (PS-DBM), in collaboration with the country’s biggest airline companies — namely, Cebu Air, Inc. (Cebu Pacific), Philippine Airlines, Inc. (Philippine Airlines), and Philippines AirAsia, Inc. (AirAsia) — conducted training sessions with client-agencies on September 27, October 5, and October 13, respectively, to discuss the legal bases, benefits, procedures, and documentary requirements of the Government Fares Agreement (GFA).

Pursuant to Section 5.4.3 of Appendix 30 of the 2016 Revised Implementing Rules and Regulations of Republic Act 9184, otherwise known as the Government Procurement Reform Act, the Guidelines on the Use of the Virtual Store (VS) for the Procurement of Common-use Supplies and Equipment (CSE) state: “The PS shall automatically return to the Agencies the unexpended amount of the e-Wallet balance at the end of the fiscal year.”

The Procurement Service - Department of Budget and Management (PS-DBM), through the Philippine Government Electronic Procurement System (PhilGEPS), recently held a series of training activities on the use of modernized PhilGEPS (mPhilGEPS) among the procurement practitioners of the National Economic and Development Authority (NEDA), Department of Agrarian Reform (DAR), and Department of Health (DOH). The sessions, facilitated separately for each agency, were convened on October 3-4, October 12-13, and November 6, respectively.
